Costume or Atmosphere
There are two ways to make a Halloween picture. One is the costume: vampire, witch, skeleton, something clearly dressed up. The other is atmosphere alone, where you wear nothing special and the light does the work.
Atmosphere ages better and photographs more convincingly, because a generated costume has to invent fabric and fit, while generated light only has to fall on a face that is already there.

Styles and What They Need
Candlelight and Fog
Low warm light from below, haze in the air. The most convincing option because it changes the light rather than inventing objects, and it works on almost any photo.
Costumes
Vampire, witch, gothic and classic monsters. More dramatic and more variable, since the model has to build clothing that fits a body it can only partly see.
Horror Colour
Desaturated tones with one strong colour, the grade horror films use. Subtle enough to use on a normal portrait and still read as Halloween.
Haunted Settings
Old houses, graveyards, forests at night. Needs space around you in the original, or there is nowhere for the setting to appear.
Getting It Right
Use a photo taken indoors or in the evening if you can. A bright midday photo has flat, even light that fights every one of these styles, and the result often looks like a filter rather than a scene.
Keep the face clear. Masks, heavy makeup and hoods in the original leave the model guessing at features, and that guess is what makes a result look wrong.
A neutral or serious expression suits these styles better than a broad smile. It is one of the few cases where the expression matters as much as the light.
